Probation Service In Transition
The establishment of the probation service in 1907 was the direct result of a recognition by summary court judges (magistrates) that rehabilitative intervention in the lives of offenders would have a significant impact on their potential for reoffending. The 'commissioning' relationship between the sentencers and their probation services lasted more or less throughout the 20th century.
Community Based Offender Management / Supervision
Whatever its final shape, offender management/supervision will need to effectively deal with a backlog of issues which have not been addressed effectively in recent years. These include the failure of the national service to provide even a basic rehabilitative and community reintegration structure for working with offenders sentenced to less than 12 months in prison; effective work to prevent those with special needs and 'mental impairment', in addition to more traditional psychiatric and addiction problems, from being diverted into the criminal justice system and often then into prison, providing specialist services for the growing numbers of non British nationals entering the criminal justice system etc.
